Cheats? Ok! I'm new, but I got alot if stuff I wanna talk about!! Hehe!
To Get a Sneasel:
Go to the Ice Caves at night. When you enter in the Blackthorn entrance, climb two ladders through two floors in the cave. Then when you get to the third one, go to the top-middle part of that floor, ride around that part with your bike and you MIGHT find at least 2 Sneasela. If not, a Delibird....

To Pump up your Pokemon...::
In the Victory Rod, there are alot of Pokemon you can use to fight with to train your Pokemon, right? So......you want to evolve a Pokemon or just raise it's level? Then go to the pokemon center part inside the building past victory Road. Then in your PC, take out pokemon you want to train, but not more than 3! Then take pokemon with a level 30 or higher that are rock, ground, and/or water, ice types. Then put the Pokemon you want to train before the stronger Pokemon. (putting them all in level order might help.) Then encounter a Pokemon. Start the Battle!
Uh...make sure this is BEFORE you face the Elite Four because this will help your stronger Pokemon with THEIR training, too and it'll be easy for you to beat them.

Beat Lance EASY!!!!!!!!
You might want to raise that free Dratini of yours to a level of 40. You can teach it ice beam, thunder atttacks, and things like that. Kill his Pokemon with Ice Beam! As for his Charizard, use your Suicune. If you haven't got a Suicune, and you forgot like I did, then GREAT!!!
You got the Clear Bell. Go to the Tin Tower, blah blah, blah, battle them, go to the tower, and you get to battle Suicune. Make sure you get to use a Pidgeot (cath a Pidgey at the beginning of your journey), a Jumpluff (cath a Hoppip on your journey), and another normal or something type. But DO NOT use an electric type. It's still a water-type. If you want to use an electric type, use a weaker one. But make sure this is AFTER you beat Claire.
So now you got your Suicune. You should teach it Surf and use it to beat Charizard. BAM! Done and won!
